释义	中立法規 zhōng lì fǎ guī明定当某些国家发生战争时，宣告中立的国家所应尽的义务及应享的权利之法规。主要包含西元一八五六年发表的巴黎宣言、一九○七年订定的海牙第五公约及第十三公约。其中对中立国最大的保障为各交战国不得侵略中立国的领土、领海、领空，及不得以其为活动基地或进行战斗。
