在古罗马时代商人用一种小篮子装钱,便于携带。这种小篮子系用灯心草茎或芦苇编制成,拉丁语叫fiscus,其作用相当于英语的purse钱包。fiscus在古罗马用得极为普遍,因而古罗马皇室财库就叫fisco英语fiscal这一形容词就是从以上两个词衍生出来的,原义为“皇室财库的”。经过了几个世纪的使用,凡与财政问题有关的均可用fiscal 一词来表示,如fiscal year财政年度,fiscal resources财源等。
